<p class="MsoNormal">The community and technical college system includes 34 institutions and districts that span the entire reach of the state. Our colleges sit on the traditional lands of thirty or more different tribes. There are 29 federally recognized tribes
in Washington State, meaning there are 29 sovereign nations in the state. <o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">Community and technical college enrollment by students from indigenous communities in Washington was low prior to the global health crisis of COVID 19. The completion rate for indigenous students is the lowest compared to any other student
population. With the onset of COVID, enrollment and completion rates plummeted for indigenous students across the state—dropping 24% from Winter to Spring 2020 quarters.
<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">A handful of our community and technical colleges are beginning to engage with the tribes in their service districts to address this crisis. Grays Harbor College, Green River College, Highline College, and Wenatchee Valley College (just
to name a few) are working with local tribes to build trust and relationships from which to build authentic, respectful change. Albeit successful is small pockets, this tribal engagement needs statewide coordination and training, so colleges are appropriately
prepared to begin this work with sovereign nations. As noted, there are pockets of colleges collaborating with local tribes but the majority of system colleges are not engaged with tribes in their service districts. Time and training are necessary to develop
and foster growth of government to government relationships. <o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">We are working on a statewide training approach that would support our colleges in their desire to serve indigenous students in their communities. Without the foundational government to government relationship established, efforts to collaborate
will be met with limited success. Please join me on Friday, October 8 for a webinar showcasing examples in our system of how these government to government relationships can be fostered, and what is being done to create career and transfer pathways in American
Indian and Indigenous Studies in the State of Washington.<o:p></o:p></p>
