<p class="MsoNormal">For the past six months, considerable effort has been focused on analyzing dual credit opportunities offered in our system, how to increase participation of BIPOC students in dual credit, and how to eliminate barriers preventing students
from enrolling. Dual credit encompasses Running Start, College in the High School, Career and Technical Education, and exams for credit (i.e., Advanced Placement, International Baccalaureate, etc). The SBCTC Dual Credit Think Tank, comprised of college and
SBCTC staff, formed in November to begin working through each of the dual credit programs, beginning with Running Start.
<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">SBCTC staff, after receiving approval by the SBCTC Dual Credit Think Tank, reached out to community and technical colleges, community partners, and high school administrators to discuss the current gaps in Running Start enrollment for students
of color and low-income students. The goal of this work was to develop a statewide approach to improve equitable participation in the Running Start program and to implement innovative outreach strategies to better engage our historically underrepresented communities.
Surveys were sent to key stakeholders with the request for participants to identify key barriers, as well as, ideas on targeted and effective messaging strategies to both students and families. In addition to surveys, focus groups were held to better understand
the barriers that are preventing equitable access into the Running Start Program.
<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">The SBCTC Dual Credit Think Tank reviewed the survey outcomes and the feedback from the focus groups. Based on their review, the think tank made the following recommendations:<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">1. Partner with Office of Superintendent for Public Instruction to restructure the Running Start Enrollment Verification form to be more accessible in an easy to use online format for students, families, counselors, and Running Start staff.
<o:p></o:p></p>
<p class="MsoNormal">2. Develop a statewide plan to better engage our community partners to help with Running Start information sharing that will also include marketing materials to ensure accurate and consistent information.
<o:p></o:p></p>
<p class="MsoNormal">3. Partner with the Office of Superintendent for Public Instruction to improve students accessing lunches and other support services as it relates to their free and reduced-price lunch status.
<o:p></o:p></p>
<p class="MsoNormal">4. Develop statewide communication plan to better reach students and families that will also include 7th, 8th, 9th grade students.
<o:p></o:p></p>
<p class="MsoNormal">5. Address the funding model to neutralize the tension between school districts and colleges.
<o:p></o:p></p>
<p class="MsoNormal">6. Create a template/best practices document to encourage alignment with high school and college.

<p class="MsoNormal">Since February, college and SBCTC staff have been working through each of these recommendations. Our progress is noted below.
<o:p></o:p></p>
<p class="MsoNormal"><b><o:p> </o:p></b></p>
<p class="MsoNormal"><b>Running Start Enrollment Verification Form Re-Design (Rec #1)<o:p></o:p></b></p>
<p class="MsoNormal">SBCTC is collaborating with the Office of Superintendent for Public Instruction (OSPI), Washington Student Achievement Council (WSAC), Council of Presidents (COP), and our community and technical colleges to restructure the Running Start
Enrollment Verification 1.2 FTE form and process. This enrollment verification form (only offered in a paper form) has been a barrier for students successfully enrolling in the program. SBCTC staff will be working with several colleges and universities to
pilot a new method of collecting this information over the next few months. The goal is to launch a new statewide approach for all institutions during the 2022-2023 academic year.
<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal"><b>Running Start Students of Color Statewide Communication Plan (Rec #2 & #4)<o:p></o:p></b></p>
<p class="MsoNormal">SBCTC Communications Department has developed “The Recruiting Students of Color into Running Start Communications Plan” to increase enrollment in Running Start among students of color as well as students from low-income families. This will
be accomplished through an indirect effort — reaching out to middle and high school teachers, counselors, and administrators — and through a direct effort — contact to students and their families. See attached.
<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">This plan provides research into the target audiences, a communications strategy, and suggested messaging and tools. With this information, the State Board, in consultation with community and technical colleges, will build a toolkit of
examples of work already underway as well as suggestions of customizable materials. Colleges will need to execute their own communications and outreach plan based on their district’s unique characteristics.<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">SBCTC is also contracting with Interact Communications to help with a Running Start marketing campaign. This will include advertising (i.e. posters, flyers, brochures, digital ads) for colleges to customize to fit their college needs. Additionally,
digital ads will also be displayed on social media platforms: Facebook and Instagram.

<p class="MsoNormal"><b>Dual Credit Taskforce Washington State Achievement Council<o:p></o:p></b></p>
<p class="MsoNormal">In an effort to create an equitable dual credit system, WSAC has convened a Dual Credit Task Force. College and SBCTC staff are involved in taskforce which is comprised of representatives from the higher education sectors, K-12, business/industry
leaders, and community based organizations. The overarching goals of the taskforce are to identify barriers preventing students from participating in dual credit, and to make recommendations for statewide policies by 2023. Much of the local work being done
in the SBCTC system (noted above) supports the direction of this taskforce.<o:p></o:p></p>

<p class="MsoNormal"><b>Dual Credit Next Steps…<o:p></o:p></b></p>
<p class="MsoNormal">As noted above, one area still in need of further attention is the creation of a robust career/technical education dual credit program. A pilot is underway in the Seattle District through a Perkins leadership grant that is focused on creating
such a program for the state. This work is evolving and involves numerous partners—thank you to those of you who have long been part of this conversation!<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">This work is just starting—there is a lot to work on in the coming year with the other aspects of dual credit—but we are excited about the traction so far and the energy that the work is creating! The Education Division of the SBCTC will
be hiring a Dual Credit and K-12 Alignment Director by July to lead this work for our system.
