<div><font face="Calibri" size="2"><span style="font-size:11pt;">John, I’m having M & Th calls with my SEA-Oly education team and just finished one. One issue that is arising—not a COVID-19 issue—concerns restricted scholarships. Someone is out there going
through college websites and noting the race-based and gender-based scholarships available. They have been filing complaints with the US Dept of ED Office of Civil Rights. 2 institutions recently received notice of OCR complaints. We have for many years
advised that colleges may not grant race or gender-restricted scholarships. That is one reason for the Foundations. Donors may create a scholarship for women or people of color or whatever and as a private entity, the foundation may award such a scholarship.
But, colleges have increasingly been taking credit for such scholarships as part of their marketing to students and it is not often clear when a scholarship is a college-awarded versus a privately awarded scholarship. This feeds people who are looking to make
reverse discrimination claims, especially in this climate. Good time for colleges to “audit” their practices so they don’t draw OCR complaints and the resources it takes to respond to them. I don’t know if this is worth bringing up to the presidents but
may be something worth mentioning to WSSSC? If so, Joe can advise whether I can help deliver the message.</span></font></div>
