Hello,

The State Board of Education just let us know that the community and technical colleges can apply for the Temporary Waiver from High School Graduation Requirements.  Accessing the waiver will allow colleges to grant diplomas to the Classes of 2019 and 2020 based on the lower 20 credit requirements, as opposed the enhanced 24 credit requirements (full explanation in email below from State Board of Education and attached documents).  This could assist students to complete their secondary credential and transition to college and career.

For your college to access the temporary waiver, your institution will need to:


*         Complete the attached application

*         Include a Board of Trustees approved resolution to use the waiver

*         Submit application and materials to the State Board of Education

Then once your college's materials are in, the State Board of Education will consider your application for the waiver.  The timeline for submission and consideration is as follows:


*         For consideration at the May 8-9, 2019 board meeting, applications should be submitted by April 10, 2019.

*         For consideration at the July 10-11, 2019 board meeting, applications should be submitted by June 10, 2019.

*         For consideration at the September 10-12, 2019 board meeting, applications should be submitted by August 10, 2019.

Dear Community College staff,

The temporary waiver from high school graduation requirements allows a public school, private school, or community college to delay implementation of the 24-credit graduation requirements in WAC 180-51-068. For community colleges, this allows alignment of high school completion programs to service district partners. By utilizing this waiver, students will need to meet the requirements of WAC 180-51-067 that include Algebra II rather than the requirements of WAC 180-51-068.
To reduce the administrative burden of starting an application from scratch at each community colleges, the textual information is a widely applicable starting point for community colleges to fill out an application for temporary waiver from high school graduation requirements for the graduating classes of 2019 and 2020.

Each community college Board of Trustees will need to approve of a resolution and each college will need to submit a completed application (see template with starting text idea). A blank application has also been provided for colleges wishing to start from scratch. Also, a list of approved waivers as of January 2019 has been attached for your convenience and can help you identify whether school districts that you provide services to already have the temporary waiver. Applicant colleges should identify which school districts in their service area have temporary waivers of 24-credit graduation requirements.

Attendance at the board meeting is not necessary.
