Attached are the recommendations from the joint ATC/ATD workgroup re: placement reciprocity.  We met via phone conference for 30 minutes on 1/17/17. Ann White (ARC), Shawn Miller (ARC), Holly Smith (ATC), Val Sundy Thorpe (ATC), Vicki Trier (ATC), and Joyce Hammer (SBCTC) were in attendance and reached consensus in the recommendation that placement was to be honored broadly to include multiple measures.  We called out DSP/GSP and high school transcripts specifically.

Our recommendation to schools who are using DSP or GSP is for the institution to have a clear “placement recommendation” as part of the process of self-placement.  This placement recommendation can then be used as part of the placement reciprocity process. The institutional recommendation of placement would be honored (not the student’s determination of self-placement).

We also discussed students taking tests at one school with the intention of attending another school.  We acknowledged this may is taking place and that enrollment pressures/trends of testing could help institutions come together to have a more common/standard process of placement or test fees.  We did not see the reciprocity document as the place to police this type of student behavior.
