This information is being sent to state board members, chancellors, presidents, and business officers.

The Governor's proposed 2018 Supplemental Operating and Capital Budgets were released around noon today.

For Operating Budget, new investments in education were focused primarily on K-12 and the Supreme Court's recent opinion on the McCleary case. The requested funding adjustments and policy additions in the SBCTC proposed budget were not funded. Below is a summary of the items in the Governor's operating budget that would impact the community and technical college system.
*       Financial Aid:  There is $12.8 million for state match to the Opportunity Scholarship Program and $1 million to expand the Opportunity Scholarship program to serve student enrolled in professional-technical certificate and degree programs.
*       Guided Pathways:  The Governor's budget directs all colleges to begin planning for Guided Pathways in the current biennium using existing resources.  The proviso language is added to section of the budget that provides $3 million ($1.5 million per year) for Guided Pathways work.
*       Pension Stabilization Fund Transfer:  In the enacted 2017-19 budget, the legislature shifted a portion of General Fund pension costs to the Pension Funding Stabilization Account, and instructed the Office of Financial Management to allocate this change to agency budgets.  For SBCTC, this shifts a $68 million appropriation from the State General Fund to the Pension Stabilization Fund, but it is has no impact on overall funding levels.
*       Health Benefit Rate Reduction:   The Public Employees' Benefits Board (PEBB) reduced health insurance rates for fiscal year 2019 to reflect updated actuarial projections and program costs. This reduces the fiscal year 2019 funding rate from $957 per month to $906.  It results in a reduction of $6 million in state funds in fiscal year 2019.
*       Paid Family Medical Leave:  A paid family and medical leave program was created by the Legislature last session. Beginning January 1, 2019, the state, as an employer, will be responsible for payment of employer premiums for employees not covered by a collective bargaining agreement. The Governor's budget provides $307,000 to help fund this obligation.
*       Career Connected Learning:  Funding for one full-time employee is provided to the SBCTC to work with the Office of the Governor and several other agencies in developing a strategic plan for youth apprenticeship and career-connected learning.
*       I-732 Adjustment:  There is a slight increase in funding, $150,000, due to an increase in the Seattle Consumer Price Index.
*       State Labor Education and Research Center:  Funds are provided for three FTE staff at the Washington State Labor Education and Research Center based at South Seattle College.

For Capital Budget, the Governor's capital proposal funds all of the projects in our system's 2018 request, except the major projects are funded at our 2017-19 request level, so are missing the cost increases caused by the delay in funding.
*       The capital proposal also authorizes all of the alternative financing requested.
*       A side by side comparison of the proposal and our system's request is attached.
