I checked and again the resource still has no links that take you to the actual document.

I added the CZ portfolios to the collection and our localized collection now has 114 portfolios. However, there is still no link to the resource within Primo, and I get the Check for Available Services message.
I have checked using several browsers. Could this be an Alma publishing to Primo delay or something else?

Sounds like portfolios are just missing from your linked collection in the institutional zone. I'm not sure how that might have happened.

But an easy fix, I think... I'd recommend just going to the electronic service for the collection, and on the portfolios tab selecting 'add all from community zone' from the add menu. (screenshot below)

That should bring in all the current CZ portfolios.

I also noticed that our localized collection has 7 portfolios, but the same collection in the CZ has 114 portfolios.
Should I deactivate it and then reactivate it?

I'm not sure if others have access to this ProQuest database, but it is how we access Hoover's Company Profiles. I looked at the backend of Alma and it looks like it is correctly activated, but when you search in Primo you get a record that says "Check for available results" and there is no link to the electronic version. At first I thought it might be for newer reports, but then I found last year's report and it had the same issue. I have tried a couple of different main-stream companies and all of the Primo records are without links.

Any ideas?
