[Wactclc-alma] 2 hour loan and grace period

Hello,

A student checked out a reserve item that had a 2-hour loan period. It was checked out at 1:58 pm and was returned at 4:03 pm, and a fine was generated. I have the item set so that there is a 1 hour grace period. I can't find anything else that would have triggered the fine. Was it a fluke?
