Elena,

Just to be clear, SVC is *not* currently paying tax on its Primo invoice.

Is that correct?

FYI, from our discussion at the meeting today. See below for Mindy’s back taxes story from 2004. That was before my time at Skagit. She says that our business office now does NOT take out tax on ExLibris, and treats it similarly to our other databases.

That, to me, makes sense, because of the existence of the PCI and the fact that we do have access to full-text articles through the Discovery layer that we never would have had with Millennium. Correct me if I’m wrong, but that seems to be the substantial difference. It goes beyond being just a piece of software through which we manage and display the library collection the way Millennium was, and in some ways, acts more like a database because it provides actual content to our users that they otherwise wouldn’t have collected in one place.

I told everyone our story about having to pay ten years’ worth of sales tax on Millennium. The state did an audit and determined that we hadn’t been paying sales tax since we adopted III in 1994. So about 2004, we had to pay the back taxes. Our Business Office took care of it and it came out of one time monies (reserves), not the library budget. However, I was careful after that to pay the sales tax. There seems to be a difference of opinion about Ex Libris so mine was a cautionary tale.
