[Wactclc-alma] Add a note is not an option for specific individual

Hello,

All of the circ desk workers except one can add a note on a patron's account.
I have compared the roles and the circ desk between those who can and the one who cannot add a note. I haven't been able to detect what is missing.

Does anyone have any suggestion as to where else I could look to discover what is missing?
