Thank you, Wade. So what I would like to happen is that all reserve items can be checked out, except to community uses and interlibrary loan patrons. I have in a fulfillment unit rule that these users cannot checkout reserve items. On that note, is it okay to remove 'reserves' from the default TOU for non-circulating?

Just a reminder, but worth remembering...

Having a default circ rule of 'no circulation' helps prevent the unintentional circulation of material.

Typically, anything you want to be able to check out will be covered in the other fulfillment unit rules.

If you set the default circ rule to 'loanable', then anything in a location assigned to that fulfillment unit, that isn't otherwise covered in one of the other fulfillment unit rules, will be able to be checked out.

I happened upon a default fulfillment unit rule that is inaccurate. The Reserves Fulfillment Unit has a default TOU rule that indicates items are not loanable.
Path: Fulfillment Units>Reserves>Fulfillment Unit Rules>Default Loan Rule>Output Parameters>Default Terms of Use>TOU Details>Default Terms of Use Description>Non-Circulating Default

I tried disabling the reserves default loan rule, and I got an error message, "the rule is default and can't deactivated".

Is there a way to edit and/or deactivate default loan rules?
