[Wactclc-alma] Item Hold Requests not appearing when item is checked in

Having issues with patron hold requests for our Chromebooks. Both the Fulfillment Unit Rule and Terms Of Use Name seem to be correct but when item is checked in there is no notification that the item should be held. Plus "Place in Queue" shows '0' when the request is made.

Has anyone else had any issues with this. Last Fall, prior to the UI switchover, we were able to place holds on Chromebooks. During the Winter quarter we did not have as much of a demand for our Chromebooks so there was no need to place a hold but we are currently having an uptick in demand.
