[Wactclc-alma] Configurable pop-up notes, voting on Ideas Exchange

I just wanted to follow up on an item from this morning's C1 leads call.

In the call, Dale Burke brought up the desire to suppress pop-up notes for expiring patrons.

Turns out, there is a votable idea on the idea exchange (and one which I had actually commented on a while back on the exchange).
