For any specific user, see User Details, General Information tab, below name, expiration date and resource sharing library is a Selected Patron Letters button.

What that gets you I don't know, but I'll bet it doesn't suit your purposes. Maybe someday they will expand this to more than six? Anyway...

See under Admin>User Management Configuration > Configuration Menu>User Details>Library Notices OptIn for configuration. It lists these six reports (Activity Report, Courtesy Letter, Overdue Notice, Loan Status Letter, Recall Letter, Recall Cancellation letter) and you can set any of these to say Yes or No have Optin as the default.

There's a video describing this within the above page (the link to vid is below). It suggests that individual patrons will soon be able to control some of this in Primo (if not already - I don't know).

There really isn't. If a user has a preferred email address configured (as all employees and students loaded from PPMS / SMS should have), and notices are configured to be delivered via email, then the user will receive notices.

But I don't really see any particular reason you would want to allow regular student and employee users to opt out of notices.

One place where you may *not* want to send notices out is to ILL institutional partners. If that's the kind of thing you're thinking of, that objective can be achieved in the overdue and lost loan profile configuration, by deselecting that user group in a particular notice profile (ie, only having the notice go to specific user groups). Same would go for any other "special" kinds of patrons, to whom you don't want to send notices.
