<p class="MsoNormal">I would have to say I do feel as though database access does stray into the gifting category as clearly evidenced by password protection.

<p class="MsoNormal">At BC we have community borrowers at a rate of $20/academic year but currently we do not have any active participants.
<o:p></o:p></p>
<p class="MsoNormal">We have never allowed database access remotely though we do allow DB and Internet access from a single non-login unit which is primarily maintained for students who are in the process of registering. This terminal prints directly to the
front desk where the user is charged 5 cents per copy.<o:p></o:p></p>

<p class="MsoNormal">And they do seem to allow spouses/partners but it’s not clear if that’s just borrowing privileges or also includes DB access.<o:p></o:p></p>

<p class="MsoNormal">I do know that my IT department wouldn’t provide a login for spouses as they are quite narrow in their definition of who is eligible for a login.<o:p></o:p></p>

<p class="MsoNormal">Years ago, the library routinely granted library privileges to spouses of college employees. I realized recently, when asked, that the library policy around spousal library privileges has gone away. I have a college employee whose spouse
would like to use the library.<o:p></o:p></p>

<p class="MsoNormal">Do you allow spouses to use the library with their own card without charge? Do spouses use their spouses’ college employee ID card for borrowing materials and accessing the databases WITH your knowledge?<o:p></o:p></p>

<p class="MsoNormal">My HR Department has raised the issue of “gifting of public funds.” We charge the general public $5/quarter for library privileges that do NOT include access off-site to databases. Do you think making library privileges available to employee
spouses would violate the prohibition against gifting of public funds, especially because of remote database access?<o:p></o:p></p>
