It would also be helpful for people to check the Title 132 sections of the WAC<https://app.leg.wa.gov/WAC/default.aspx> (Washington Administrative Code) for their institution.



There can be some very outdated and weirdly specific regulatory code that's different for each institution.



We worked with our administration to revise language in 2021 after finding some things about how fines were handled in our section of the WAC that were expressly prohibited by the passage of RCW 28B.10.293 in 2020. (This was the law that prohibited withholding registration & transcripts as a debt collection tool.)



That said, Seattle has this subsection about borrower classification:



Chapter 132F-162: LIBRARY REGULATIONS



WAC 132F-162-040: Borrower classification

...The library may extend services on proper identification to persons not affiliated with the college. Borrowing privileges may be extended to such persons if they reside within Seattle College District VI, or if they are a duly enrolled student or faculty member of one of the other state community colleges...



Note the "**may** extend services."



South Seattle allows community patrons to borrow some things, but excludes high-demand resources like textbooks on reserve. Seattle Central & North Seattle don't allow community patrons to borrow library materials at all.



Shoreline's WAC section says you *do* allow community borrowing, so if you change your policy to stop allowing it, you'll want to update that specific WAC section:



WAC 132G-168-040: Borrower classification.<https://app.leg.wa.gov/WAC/default.aspx?cite=132G-168-040>



...The library extends services to persons not affiliated with the college. Borrowing privileges may be extended to such persons if they reside within Community College District Number Seven, or if they are a duly enrolled student or faculty member of one of the other state community colleges, or if they are spouses of Shoreline Community College faculty, administrative or nonacademic staff members...



And speaking of outdated...check out this wording last updated in 1972:



WAC 132G-168-090: Date library materials are due.<https://app.leg.wa.gov/WAC/default.aspx?cite=132G-168-090>

The director of instructional resources shall establish from time to time a schedule of due dates. This schedule will be available in ***his*** office during regular college business hours.



I'm kind of getting a kick out of the fact that for Big Bend their WAC policy says:



WAC 132R-150-070: Library borrowers.<https://app.leg.wa.gov/WAC/default.aspx?cite=132R-150-070>



...School districts, colleges and other responsible agencies, groups and individuals may borrow films on a rental basis...



Some of the colleges-- like Centralia College-- don't even have a subsection for their libraries in their sections of the WAC.



RCW 28B.50.040<https://apps.leg.wa.gov/RCW/default.aspx?cite=28B.50.040> is where you can find the definitions for the district boundaries of each of the WA community and technical colleges.





It will be ok!

We have had community borrowers for over 25 years (my tenure) and have not run into this problem.



Also, adding that our community borrowers can access our databases while on campus.  Typically, they don’t take advantage of that.
