[LIBRARYDIR] community borrowers

Shoreline Community College does have community patrons. We add them to the
system for a year. We do not currently have restrictions on who can access
this service as this is how we are putting new students in our system after
the ransomware incident in March. They can only access physical resources
though. No ILL and no guest access to databases or such.
