I happened to notice this summary of HB 1913 from FACTC:

“HB 1913<http://app.leg.wa.gov/billsummary?BillNumber=1913&Year=2017> the bill that proposes a leasehold excise tax exemptions is still moving forward.  Ramifications: if this is approved the cost will be passed cost on to the students. The SBCTC will have to pay the tax, a cost that it will pass on to the vendor, who will pass that cost on to the students.  Ultimately, the students will pay higher prices for their textbooks.   Another question you might ask at the town hall meeting “What are you doing to keep college affordable?”’

That is not an accurate description of the bill. The bill is not a tax; it is an exemption from the tax. SBCTC does not pay anything. If the bill is NOT passed, colleges who use a 3rd party vendor to run their bookstore would have to pay a tax for leasing space to the bookstore (this does not apply to Centralia College; however, if it were applied to food services, this could impact us in the future). This bill would exempt colleges from that tax, so no cost would be passed on to students.
