Dear DEOC-

Please see the message that was sent yesterday to your college chancellors and presidents from Arlen Harris about a CTC system survey that has gone out to your college chancellors and presidents. Survey responses are due Feb. 29.

As a member of the DEOC and leader in the DEI/EDI, belonging, and antiracism work in your institutions and our CTC system, this is your opportunity to have a strong voice in helping to set our system priorities. Please note there is only one survey response per college, and it will be filled out by your president/ chancellor so please make sure you connect with them.

The questions are below for review as you plan those conversations. Would it be helpful to get on a call(s) to do some planning around how we advance priorities as a DEOC or work on language and talking points together before you have those conversations? Let me know if/how and I can set up some calls for us, and if it's helpful invite Arlen and Sam form our agency.

Hello presidents and chancellors,

As you might recall, the WACTC Legislative and Operating Budget committees discussed sending a survey to create a more inclusive, systemwide process for setting priorities for the 2025 legislative session. Please be as detailed as possible. The Seattle, Pierce, and Spokane districts should submit one survey on behalf of all the colleges within their districts.

The February 29 deadline is important to allow enough time for our system to set priorities and meet OFM’s timeline for building the governor’s budget proposals. The attached worksheet will give you a preview of online survey questions and provide a tool to gather responses.

To be as inclusive as possible, we ask that you — as chancellors and presidents — meet with your college trustees, senior staff, and cabinet members to discuss policy and budget issues facing your institutions. It is recommended that faculty and staff representation be included as well.

ACT and WACTC commissions and councils will be notified of this survey so their members know to share their priorities with you. They will not have access to the survey itself.  Only one response from each college/district may be submitted.

This is the first of two surveys. The second survey will ask you to prioritize results from this questionnaire for conversations with the State Board this spring.

This survey should be completed by the leadership of each college by February 29, 2024. Your contributions will be valuable as our college system develops policy and operating budget requests for the 2025 legislative session. During the 2025 session, the Legislature will adopt the next two-year state budget, the 2025-27 biennial budget.
