[DEOC] [EXTERNAL] EDI allocations for this year

Hey DEOC Fam,
Here is what I have for my budget from my finance people. The first tab is maybe not helpful for others but the second tab breaks stuff down well for folks to see around descriptions, duration, proviso language, and allocation method! Happy to take questions to my person if you have them!
