[DEOC] [EXTERNAL] work plans

Thalia,
Mission is not finalized. That was one of the action items we took away from the meeting. I'll be working on it, it will not be finalized until we meet again in January.

The "homework" we all took away was to be worked on in the place of a December meeting as I recollect.
