Thanks for sharing that.  I liked that the Equidox article had this summary link<https://www.ada.gov/notices/2024/03/08/web-rule/> too.

Attached is what I gleaned from reading the 320 page PDF by Attorney General Merrick Garland.  I highlighted in Acrobat as I went, picking out things that seemed important in my role or our role in higher ed.  The Equidox article and the summary (above) didn’t go into as much detail on course content in higher education which is a big one.  Their draft that people commented upon, had a provision to not make all course content accessible pro-actively with the guideline to remediate within 5-days those materials needed by a student with a disability.  They got a lot of feedback that had them reverse that position, a win for students with disabilities.

The Attorney General has signed a final rule under Title II of the Americans with Disabilities Act (ADA), which applies to State and local government entities, to improve web and mobile application (app) access for people with disabilities. The rule clarifies how State and local governments can meet their existing ADA obligations as many of their activities move to the digital space. This rule will ensure that people with disabilities can better access important programs and activities like health care, transportation information, and education, through web content and mobile apps.

The Department will send the final rule to the Federal Register for publication.
