Subject: Winter Quarter Allocation and Enrollment Monitoring Reports.

This message will be distributed broadly to the college system.

Dear State Board members, chancellors, and presidents,

Washington community and technical colleges (CTCs) enrolled 119,567 full-time equivalent students (FTES) in winter quarter of 2023, an increase of 6,851 FTES (+6 percent) over winter quarter 2022. This includes 82,120 state-funded FTES, an increase of 1,642 FTES (+2 percent); 35,893 contract-funded FTES, up 4,773 FTES (+15 percent); and 1,554 student-funded FTES, up 436 FTES (+39 percent) from the same time period last year.

Compared with last year, enrollments this winter increased for most programs:

  *   Apprenticeships: up 55 FTES, or +2 percent;
  *   Applied Baccalaureate: up 20 FTEs, or +0.5 percent;
  *   Basic Education for Adults: up 3,229 FTES, or +33 percent;
  *   Basic Food, Employment and Training: up 339 FTES, or +14 percent;
  *   Corrections: up 480 FTES, or +33 percent;
  *   I-BEST: up 117 FTES, or +5 percent;
  *   International: up 549 FTES, or +12 percent;
  *   International Contract: up 442 FTES, or +12 percent; and
  *   WorkFirst: up 306 FTES, or +35 percent.

Enrollments decreased for:

  *   eLearning: down 6,406 FTES, or -7 percent;
  *   Worker Retraining: down 811 FTES, or -16 percent.

Running Start enrollment was nearly flat with last winter, down 27 FTES.
