details and priorities of the Administration. A full budget is expected later this spring. The budget includes a 14 percent cut to the Department of Education and a 21 percent cut to the Department of Labor. <span style="font-family:"Tahoma","sans-serif";color:#565656">The budget does not outline all cuts to discretionary education and workforce programs, nor does it include proposed changes to mandatory funding. Below is a summary of information provided in the
skinny budget for higher education and workforce programs.</span><span style="font-family:"Tahoma","sans-serif";color:#787778"><o:p></o:p></span></p>
<p class="size-141" style="mso-margin-top-alt:15.0pt;margin-right:0in;margin-bottom:0in;margin-left:0in;margin-bottom:.0001pt">
<span style="font-family:"Tahoma","sans-serif";color:#565656">* The current Pell Grant surplus is targeted with a $3.9 billion cut. While surplus funds currently exceed an estimated $10 billion, community colleges continue to advocate for those funds to be
used for the reinstatement of the year-round Pell Grant. Additionally, any proposed changes to Pell Grant mandatory funding will likely remain unknown until the release of the full budget.

represent a quarter of those recipients.</span><span style="font-family:"Tahoma","sans-serif";color:#787778"><o:p></o:p></span></p>

<span style="font-family:"Tahoma","sans-serif";color:#565656">* Funding is cut for TRIO and GEAR UP. The federal TRIO program receives a $92 million cut under the budget. This is a 10 percent reduction from current funding levels. GEAR UP receives a $104 million

<span style="font-family:"Tahoma","sans-serif";color:#565656">* Funding for Title III (A) Strengthening Institutions is likely eliminated under the budget request. While the budget maintains funding for Title III and V programs that support Historically Black
Colleges and Universities and Minority Serving Institutions at $492 million, it appears to leave out Title III (A), which is funded at just over $86 million. Title III (A) grants are provided to eligible institutions to build capacity to serve low-income students.</span><span style="font-family:"Tahoma","sans-serif";color:#787778"><o:p></o:p></span></p>
<p class="size-141" style="mso-margin-top-alt:15.0pt;margin-right:0in;margin-bottom:0in;margin-left:0in;margin-bottom:.0001pt">
<span style="font-family:"Tahoma","sans-serif";color:#565656">* While the budget proposes $9 billion in cuts to education programs, not all of these cuts are specified. The budget notes there are 20 additional categorical programs that will be reduced or eliminated.
Community college priority programs not mentioned in the skinny budget that could still be subject to cuts in the full budget request include Perkins Career and Technical Education, Adult Basic Education, and Child Care Access Means Parents in School.

more funding support. This reduction likely includes state training grants that support adult, young, and dislocated workers under the Workforce Innovation and Opportunity Act. These programs could see large cuts in the full budget request considering there
are over $2 billion in unspecified cuts within the Department of Labor request. </span>
